Bonne nouvelle\u00a0: le gouvernement canadien instaure un <strong>compte d\u2019\u00e9pargne libre d\u2019imp\u00f4t pour l\u2019achat d\u2019une premi\u00e8re propri\u00e9t\u00e9 <\/strong>(CELIAPP) auquel vous pourrez cotiser au courant de l\u2019ann\u00e9e\u00a02023.<\/p>\n<p style=\"font-weight: 400;\">Au moment o\u00f9 nous publions ces lignes, la date officielle de lancement du CELIAPP n\u2019est pas encore connue.<\/p>\n<h2 style=\"font-weight: 400;\"><strong>Le CELIAPP, en bref<\/strong><\/h2>\n<ul>\n<li>Cette mesure offre aux individus qui souhaitent acheter une premi\u00e8re maison la possibilit\u00e9 de cotiser un maximum de 8\u2009000\u00a0$ CAN par ann\u00e9e, jusqu\u2019\u00e0 un plafond de cotisation de 40\u2009000\u00a0$ CAN. L\u2019un des avantages, c\u2019est que l\u2019argent investi rapportera des rendements\u2009!<\/li>\n<li>Le CELIAPP combine des atouts du r\u00e9gime enregistr\u00e9 d\u2019\u00e9pargne-retraite (REER) et du compte d\u2019\u00e9pargne libre d\u2019imp\u00f4t (CELI). \u00c0 l\u2019instar du REER, les cotisations sont d\u00e9ductibles des imp\u00f4ts, ce qui permet de r\u00e9duire son revenu imposable \u00e0 la fin de l\u2019ann\u00e9e. Et comme avec le CELI, les placements et les rendements g\u00e9n\u00e9r\u00e9s par ceux-ci sont \u00e0 l\u2019abri de l\u2019imp\u00f4t en tout temps. Et pourquoi pas les deux\u2009!<\/a><\/li>\n<li>L\u2019\u00e9ch\u00e9ance pour acheter une propri\u00e9t\u00e9 est de 15\u00a0ans apr\u00e8s l\u2019ouverture du compte.<\/li>\n<li>Dans le cas o\u00f9 le CELIAPP ne serait pas utilis\u00e9 pour l\u2019achat d\u2019une r\u00e9sidence, on peut le transf\u00e9rer de mani\u00e8re non imposable \u00e0 un r\u00e9gime enregistr\u00e9 d\u2019\u00e9pargne-retraite (REER) ou \u00e0 un fonds enregistr\u00e9 de revenu de retraite (FERR), et ce, sans affecter le plafond de cotisation.<\/li>\n<\/ul>\n<h2 style=\"font-weight: 400;\"><strong>Qui peut ouvrir un compte CELIAPP\u2009? <\/strong><\/h2>\n<p style=\"font-weight: 400;\">Pour \u00eatre admissible au CELIAPP, il vous suffit d\u2019\u00eatre \u00e2g\u00e9 entre 18 et 71\u00a0ans, de r\u00e9sider au Canada, de fa\u00e7on temporaire ou permanente, et de poss\u00e9der un num\u00e9ro d\u2019assurance sociale (NAS).<\/p>\n<p style=\"font-weight: 400;\">Autre imp\u00e9ratif\u00a0: vous ainsi que votre \u00e9poux ou votre conjoint ne devez \u00eatre propri\u00e9taires pendant la partie de l\u2019ann\u00e9e civile pr\u00e9c\u00e9dant l\u2019ouverture du compte ni l\u2019avoir \u00e9t\u00e9 au cours des quatre ann\u00e9es civiles pr\u00e9c\u00e9dentes.<\/p>\n<p style=\"font-weight: 400;\">Si vous r\u00e9pondez \u00e0 ces crit\u00e8res, vous pouvez ouvrir un compte CELIAPP dans n\u2019importe quel \u00e9tablissement financier, voire, selon les services propos\u00e9s par les \u00e9tablissements, une <strong>\u00e9pargne \u00e0 terme pr\u00e9-CELIAPP<\/strong>, qui vous permet de placer le montant de votre cotisation\u00a02023 en attendant de pouvoir ouvrir officiellement votre CELIAPP.<\/p>\n<h2 style=\"font-weight: 400;\"><strong>Bon \u00e0 savoir<\/strong><\/h2>\n<p style=\"font-weight: 400;\">Au Qu\u00e9bec, il est possible d\u2019utiliser ses REER pour acheter une maison en profitant du r\u00e9gime d\u2019accession \u00e0 la propri\u00e9t\u00e9 (RAP). Le RAP est un programme gouvernemental qui vous permet d\u2019emprunter jusqu\u2019\u00e0 35\u2009000\u00a0$ CAN sur vos REER pour acqu\u00e9rir une habitation, et ce, sans payer d\u2019imp\u00f4t. Vous avez ensuite 15\u00a0ans pour rembourser la somme emprunt\u00e9e sans payer d\u2019int\u00e9r\u00eats. <u>Contrairement au RAP, les fonds retir\u00e9s du CELIAPP n\u2019exigent aucun remboursement.<\/u><\/p>\n<p style=\"font-weight: 400;\">Par ailleurs, si vous d\u00e9tenez un REER, vous pouvez utiliser \u00e0 la fois le RAP et le CELIAPP. Par exemple, si vos droits REER et CELIAPP s\u2019\u00e9l\u00e8vent respectivement 25\u2009000\u00a0$ CAN et 15\u2009000\u00a0$ CAN, vous pouvez les combiner afin de disposer d\u2019un total de 40\u2009000\u00a0$ CAN pour l\u2019achat d\u2019une premi\u00e8re propri\u00e9t\u00e9.
