Une s\u00e9rie de mesures destin\u00e9es \u00e0 soutenir ou \u00e0 poursuivre l\u2019aide d\u00e9j\u00e0 re\u00e7ue par certaines populations sinistr\u00e9es ont \u00e9t\u00e9 annonc\u00e9es par le gouvernement f\u00e9d\u00e9ral.<\/span><\/em><\/p>\n

Soutien aux ressortissants turcs et syriens<\/span><\/strong><\/h2>\n

Immigration R\u00e9fugi\u00e9s et Citoyennet\u00e9 Canada (IRCC) a annonc\u00e9 le 18\u00a0mars 2023 vouloir soutenir l\u2019immigration des ressortissants syriens et turcs touch\u00e9s par les tremblements de terre. <\/span><\/p>\n

Depuis le 29\u00a0mars 2023, les Syriens et les Turcs au Canada peuvent pr\u00e9senter gratuitement une demande de prolongation de leur statut (de visiteur, de travail ou d\u2019\u00e9tudes) ou une demande de changement de statut. La mesure sera en vigueur jusqu\u2019au 25\u00a0septembre 2023. <\/span><\/p>\n

Les nouvelles demandes de r\u00e9sidence temporaire et permanente ou de r\u00e9installation de r\u00e9fugi\u00e9s en provenance de T\u00fcrkiye et de Syrie seront trait\u00e9es en priorit\u00e9. De m\u00eame pour les demandes de visa de visiteur de membres de la famille imm\u00e9diate de citoyens canadiens ou r\u00e9sidents permanents. <\/span><\/p>\n

Il ne sera plus obligatoire de pr\u00e9senter un passeport ou un titre de voyage pour que sa demande de r\u00e9sidence permanente soit approuv\u00e9e. Une mesure pour soulager les personnes ayant pu perdre leurs documents d\u2019identit\u00e9 lors des s\u00e9ismes. <\/span><\/p>\n

De plus, les citoyens canadiens et r\u00e9sidents permanents n\u2019auront pas \u00e0 payer les frais pour demander un passeport temporaire, un passeport \u00e0 dur\u00e9e limit\u00e9e ou un titre de voyage d\u2019urgence, un certificat de citoyennet\u00e9 canadienne ou un titre de voyage de r\u00e9sident permanent.<\/span><\/p>\n

Les d\u00e9tails pour b\u00e9n\u00e9ficier de ces mesures seront publi\u00e9s dans les prochaines semaines. <\/span><\/p>\n

Ces mesures de facilitation s\u2019inscrivent dans la volont\u00e9 du Canada et d\u2019IRCC de traiter en priorit\u00e9 les demandes de personnes vuln\u00e9rables. Il participe au soutien des populations ayant besoin d\u2019un refuge temporaire en attendant le traitement de leur demande de r\u00e9installation au Canada. Ottawa a aussi vers\u00e9 50\u00a0millions de dollars pour soutenir la r\u00e9ponse aux s\u00e9ismes en T\u00fcrkiye et Syrie. <\/span><\/p>\n

Prolongation de l\u2019AVUCU pour les Ukrainiens<\/span><\/strong><\/h2>\n

Quelques jours apr\u00e8s cette annonce, IRCC annon\u00e7ait qu\u2019il prolongeait l\u2019Autorisation de voyage d\u2019urgence Canada-Ukraine (AVUCU), mise en place le 17\u00a0mars 2022. <\/span><\/p>\n

Ainsi, les Ukrainiens et les membres de leur famille pourront demander gratuitement un visa gr\u00e2ce \u00e0 l\u2019AVUCU jusqu\u2019au 15\u00a0juillet 2023. Apr\u00e8s cette date, il sera toujours possible de demander un visa, mais des frais seront demand\u00e9s. <\/span><\/p>\n

Les personnes poss\u00e9dant un visa d\u2019AVUCU auront jusqu\u2019au 31\u00a0mars 2024 pour venir au Canada. Quant \u00e0 ceux qui se trouvent d\u00e9j\u00e0 sur le territoire, ils auront jusqu\u2019\u00e0 cette m\u00eame date pour prolonger leur statut gratuitement. <\/span><\/p>\n

L\u2019objectif \u00e9tant d\u2019aider les ressortissants ukrainiens \u00e0 trouver un refuge temporaire et de les soutenir dans leur \u00e9preuve. <\/span><\/p>\n

Les services d\u2019aide \u00e0 l\u2019\u00e9tablissement sont toujours disponibles (cours de langues, \u00e9valuation des comp\u00e9tences, etc.), de m\u00eame que l\u2019h\u00e9bergement d\u2019urgence de deux semaines maximum ou <\/span>l\u2019aide financi\u00e8re de transition<\/a><\/span>.<\/span><\/p>\n

Pour rappel, l\u2019AVUCU permet aux ressortissants ukrainiens de rester jusqu\u2019\u00e0 trois ans sur le territoire, avec un permis de travail ouvert ou un permis d\u2019\u00e9tudes, sans frais.<\/span><\/p>\n
