Et, comme il s\u2019y \u00e9tait engag\u00e9, le gouvernement a aussi introduit, pour la premi\u00e8re fois, des seuils pour l\u2019immigration temporaire. \u00c9tat des lieux.<\/span><\/em><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-f15c131 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"f15c131\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-0d414b1\" data-id=\"0d414b1\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-8e55b6c elementor-widget elementor-widget-text-editor\" data-id=\"8e55b6c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<div><span>Premi\u00e8re chose\u00a0: de quelles cibles partait-on, exactement\u2009? En 2025, l\u2019objectif initial \u00e9tait d\u2019accueillir 500\u2009000\u00a0nouveaux immigrants permanents par an en 2025 et 2026. Quant aux temporaires, hormis les quotas \u00e9ventuels pr\u00e9vus selon les programmes d\u2019immigration concern\u00e9s, il n\u2019existait aucune limite ou chiffre de r\u00e9f\u00e9rence.<\/span><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-926ae8b elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"926ae8b\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-d088bee\" data-id=\"d088bee\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-99d44b9 elementor-widget elementor-widget-text-editor\" data-id=\"99d44b9\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h2><strong>Baisse franche et durable de l\u2019immigration permanente<\/strong><\/h2><p style=\"font-weight: 400;\"><span>Premi\u00e8re chose, donc, l\u2019immigration permanente conna\u00eet une refonte assez importante, tant par les seuils affich\u00e9s, bien s\u00fbr, que par les priorit\u00e9s qui seront donn\u00e9es aux candidats \u00e0 cette voie.<\/span><\/p><p style=\"font-weight: 400;\"><span>Sur le terrain des chiffres, d\u2019abord, IRCC annonce les cibles suivantes\u00a0:<\/span><\/p><ul style=\"font-weight: 400;\"><li><span>395\u2009000 en 2025 (baisse de 21\u00a0% par rapport aux seuils pr\u00e9visionnels \u00e9mis dans la derni\u00e8re planification)<\/span><\/li><li><span>380\u2009000 en 2026 (baisse de 24\u00a0% par rapport aux seuils pr\u00e9visionnels \u00e9mis dans la derni\u00e8re planification), et enfin<\/span><\/li><li><span>365\u2009000 en 2027.<\/span><\/li><\/ul><p style=\"font-weight: 400;\"><span>Ensuite, il est int\u00e9ressant de constater les cat\u00e9gories de personnes qui seront prioris\u00e9es dans le passage \u00e0 la r\u00e9sidence permanente\u00a0:<\/span><\/p><ul style=\"font-weight: 400;\"><li><span>En 2025, plus de 40\u00a0% des admissions seront r\u00e9serv\u00e9es aux <strong>r\u00e9sidents temporaires d\u00e9j\u00e0 pr\u00e9sents<\/strong> au Canada. Il faut ainsi souligner que la baisse de la part de l\u2019immigration temporaire ne sera pas uniquement due aux restrictions et aux d\u00e9parts, mais aussi au passage de r\u00e9sidents temporaires \u00e0 un statut permanent\u2009;<\/span><\/li><li><span>61,7\u00a0% du total des admissions d\u2019ici 2027 rel\u00e8veront de la <strong>cat\u00e9gorie \u00e9conomique<\/strong> de l\u2019immigration, avec une emphase sur les secteurs-cl\u00e9s de l\u2019\u00e9conomie comme la sant\u00e9, la construction ou l\u2019\u00e9ducation\u2009;<\/span><\/li><li><strong>Les communaut\u00e9s francophones hors Qu\u00e9bec<\/strong><span> verront leurs cibles augment\u00e9es \u00e0 8,5\u00a0% en 2025, 9,5\u00a0% en 2026 et 10\u00a0% en 2027.<\/span><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-42728cb elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"42728cb\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<h2><strong>Introduction d\u2019objectifs pour l\u2019immigration temporaire<\/strong><\/h2><p style=\"font-weight: 400;\"><span>C\u2019est la grande nouveaut\u00e9 de cette planification\u00a02025-2027\u00a0: l\u2019introduction de seuils d\u2019immigration temporaire \u2014 ou, plus pr\u00e9cis\u00e9ment, de cibles de r\u00e9duction du nombre de r\u00e9sidents temporaires.<\/span><\/p><p style=\"font-weight: 400;\"><span>Comme le rappelle IRCC dans la pr\u00e9sentation de son Plan, plusieurs mesures ont d\u00e9j\u00e0 \u00e9t\u00e9 pos\u00e9es pour faire baisser ce nombre, qu\u2019il s\u2019agisse des \u00e9tudiants \u00e9trangers (soumis \u00e0 plafond), les travailleurs sous PTPD, les travailleurs bas salaire du PTET, ou encore les conjoints d\u2019\u00e9tudiants et de travailleurs \u00e9trangers.<\/span><\/p><p style=\"font-weight: 400;\"><span>Ainsi, le gouvernement souhaite abaisser la population temporaire au Canada de\u00a0:<\/span><\/p><ul style=\"font-weight: 400;\"><li><span>445\u2009901 personnes en 2025\u2009;<\/span><\/li><li><span>445\u2009662 en 2026\u2009;<\/span><\/li><li><span>Avant de l\u2019augmenter en 2027 de l\u2019ordre de 17\u2009439\u00a0nouvelles personnes.<\/span><\/li><\/ul><p style=\"font-weight: 400;\"><span>Sont exclues du calcul des cibles les personnes suivantes\u00a0:<\/span><\/p><ul style=\"font-weight: 400;\"><li><span>Les prolongations de permis de travail ou d\u2019\u00e9tudes (ou les changements de statut depuis le Canada)\u2009;<\/span><\/li><li><span>Les travailleurs saisonniers\u2009;<\/span><\/li><li>Les demandeurs d\u2019asile.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-753a588 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"753a588\" data-element_type=\"section\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p>On attend d\u00e9sormais de connaitre la planification qu&rsquo;adoptera le gouvernement du Qu\u00e9bec, qui devrait suivre au courant du mois de novembre, qui a d&rsquo;ores et d\u00e9j\u00e0 estim\u00e9 que la baisse pr\u00e9vue par Ottawa n&rsquo;\u00e9tait, selon lui, <a href=\"https:\/\/ici.radio-canada.ca\/nouvelle\/2114742\/cibles-immigration-canada-quebec\" target=\"_blank\" rel=\"noopener\">pas suffisante<\/a>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element
