Le 7\u00a0mars 2025, Immigration, R\u00e9fugi\u00e9s et Citoyennet\u00e9 Canada (IRCC) a partag\u00e9 de nouvelles mesures pour appuyer le secteur de la construction. L\u2019annonce a \u00e9t\u00e9 faite par le ministre Marc Miller \u00e0 Toronto, en pr\u00e9sence du Coll\u00e8ge des charpentiers et des m\u00e9tiers associ\u00e9s.<\/em> <\/span><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Trois mesures ont \u00e9t\u00e9 annonc\u00e9es pour soutenir la croissance en mati\u00e8re de logement et r\u00e9pondre \u00e0 la demande grandissante du secteur. Cette annonce rel\u00e8ve du Plan des niveaux d\u2019immigration\u00a02025-2027 et de la volont\u00e9 du gouvernement de soutenir une \u00ab\u2009croissance d\u00e9mographique responsable\u2009\u00bb et r\u00e9pondre aux d\u00e9fis des collectivit\u00e9s.<\/span><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

\n\t\t\t\tDans la construction r\u00e9sidentielle au Canada, les personnes immigrantes repr\u00e9sentent 23 % des entrepreneurs g\u00e9n\u00e9raux et des constructeurs de b\u00e2timents r\u00e9sidentiels. <\/i>\t\t\t<\/p>\n\t\t\t\t\t<\/blockquote>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Un conseil consultatif tripartite compos\u00e9 de membres du gouvernement f\u00e9d\u00e9ral, de syndicats et de dirigeants de l\u2019industrie sera cr\u00e9\u00e9. Il sera charg\u00e9 d\u2019\u00e9valuer les besoins de main-d\u2019\u0153uvre de l\u2019industrie et de proposer de nouvelles voies d\u2019acc\u00e8s pour attirer les travailleurs qualifi\u00e9s dont le pays a besoin \u00e0 long terme. Et, ce, avec des protections solides de leurs droits et un seuil salarial \u00e9lev\u00e9.<\/span><\/p>

Le ministre Marc Miller a annonc\u00e9 vouloir convoquer la premi\u00e8re r\u00e9union d\u00e8s le 10 mars 2025.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Une nouvelle voie de r\u00e9gularisation<\/h2>\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Une voie de r\u00e9gularisation pour les travailleurs de la construction sans statut sera mise en place. Cette voie sera inspir\u00e9e du projet pilote sur les travailleurs de la construction sans statut dans la r\u00e9gion du Grand Toronto, qui a permis \u00e0 1\u2009365\u00a0personnes d\u2019acc\u00e9der \u00e0 la r\u00e9sidence permanente en novembre 2024.<\/span><\/p>

Cette mesure est une mani\u00e8re d\u2019aider une population vivant et travaillant d\u00e9j\u00e0 au Canada et de les faire rester au pays l\u00e9galement. <\/span><\/p>

Le ministre Marc Miller a annonc\u00e9 que 6\u2009000\u00a0places seront r\u00e9serv\u00e9es aux travailleurs sans-papiers partout au pays. IRCC souhaite \u00e9liminer les obstacles auxquels sont confront\u00e9s les travailleurs temporaires en apprentissage. Ainsi, du soutien leur est apport\u00e9 pour leur permettre de finir leurs \u00e9tudes sans permis d\u2019\u00e9tudes. La raison \u00e9tant que les programmes d\u2019apprentissage et de formation professionnelle proposent souvent un travail r\u00e9mun\u00e9r\u00e9 pendant la formation. Les apprentis \u00e9trangers dans les m\u00e9tiers admissibles<\/a><\/strong> peuvent ainsi \u00eatre exempt\u00e9s de permis d\u2019\u00e9tudes pour r\u00e9aliser un programme de m\u00e9tiers, de formation et d\u2019apprentissage pendant la dur\u00e9e de leur permis de travail existant.<\/span><\/p>

Cette politique publique temporaire est en vigueur depuis le 26\u00a0f\u00e9vrier 2025 pour une dur\u00e9e de deux ans, jusqu\u2019au 26\u00a0f\u00e9vrier 2027.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Le 17 mars 2025, on apprenait<\/a> que le gouvernement du Qu\u00e9bec ne permettrait pas l’entr\u00e9e en vigueur, a minima<\/em>, de la mesure de r\u00e9gularisation sur son territoire, arguant du fait que la province offre une voie d’immigration permanente aux travailleurs concern\u00e9s – le Programme de s\u00e9lection des travailleurs qualifi\u00e9s (PSTQ), gel\u00e9 jusqu’au 30 juin 2025<\/a>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Parmi les mesures \u00e9tablies alors, il y avait la Strat\u00e9gie canadienne de formation en apprentissage et le Programme de reconnaissance des titres de comp\u00e9tences \u00e9trangers.
