Apr\u00e8s plus d\u2019un an d\u2019une pand\u00e9mie qui a \u00e9branl\u00e9 de nombreuses professions partout au Qu\u00e9bec, la question du recours aux travailleurs \u00e9trangers pour r\u00e9pondre \u00e0 ces besoins est largement envisag\u00e9e. \u00c0 l\u2019heure o\u00f9 les entreprises se trouvent aux prises avec un appareil migratoire lui aussi durement touch\u00e9 par la crise, il est important de rappeler que le sentiment d\u2019urgence ne doit pas mener \u00e0 minimiser l\u2019importance des r\u00e8gles et bonnes pratiques en mati\u00e8re de gestion de la diversit\u00e9.<\/em><\/p>\n<h2><strong>La piste de l\u2019immigration<\/strong><\/h2>\n<p>Quand on sait qu\u2019une entreprise sur deux indique avoir refus\u00e9 des contrats en raison du manque de main-d\u2019\u0153uvre, il devient urgent de trouver des solutions pour les accompagner dans leurs efforts de relance post-pand\u00e9mie. L\u2019immigration \u00e9conomique est l\u2019une des solutions privil\u00e9gi\u00e9es par les employeurs pour combler ce besoin de main-d\u2019\u0153uvre, qu\u2019il s\u2019agisse de travailleurs qualifi\u00e9s ou nonqualifi\u00e9s. Mais le recours \u00e0 des travailleurs \u00e9trangers n\u00e9cessite la prise en consid\u00e9ration de certains facteurs. Parmi eux, on cite les longs d\u00e9lais et les ressources consid\u00e9rables \u00e0 d\u00e9ployer pour recruter, notamment \u00e0 l\u2019international\u2009; \u00e9galement, \u00e0 l\u2019autre bout du spectre, se pose les questions d\u2019accueil et d\u2019int\u00e9gration de la main-d\u2019\u0153uvre \u00e9trang\u00e8re ou issue de l\u2019immigration r\u00e9cente \u2014 et, bien souvent, de leur famille. Pour s\u2019assurer du succ\u00e8s de l\u2019int\u00e9gration, l\u2019entreprise doit alors \u00eatre capable de mettre en \u0153uvre des mesures d\u2019inclusion et de gestion de la diversit\u00e9, vis-\u00e0-vis de personnes peu famili\u00e8res de la culture du travail au Qu\u00e9bec.<\/p>\n<h2><strong>Un accompagnement dans la dur\u00e9e<\/strong><\/h2>\n<p>\u00ab\u2009Toutefois, cela pourrait ne pas suffire\u2009\u00bb, explique Maude Cormier-Gladu, CRIA, conseill\u00e8re en d\u00e9veloppement professionnel \u00e0 l\u2019Ordre des conseillers en ressources humaines agr\u00e9\u00e9s qui met en avant l\u2019importance de la r\u00e9tention, une fois pass\u00e9e l\u2019\u00e9tape de l\u2019embauche. Pour preuve, une \u00e9tude men\u00e9e en 2018 en collaboration avec la Chaire BMO en diversit\u00e9 et gouvernance de l\u2019Universit\u00e9 de Montr\u00e9al, l\u2019Universit\u00e9 Paris-Dauphine et l\u2019Ordre des CRHA. Cette \u00e9tude r\u00e9v\u00e8le que seulement \u00ab\u200942\u00a0% des professionnels des ressources humaines (PRH) ont d\u00e9clar\u00e9 avoir mis en place des pratiques de gestion de la diversit\u00e9, de l\u2019\u00e9quit\u00e9 et de l\u2019inclusion. 8\u00a0% comptent en instaurer alors que 37\u00a0% disent n\u2019avoir aucun plan concret pour le faire\u2009\u00bb.<br \/>\nMme\u00a0Cormier-Gladu rappelle qu\u2019une entreprise qui prend la responsabilit\u00e9 de faire venir des employ\u00e9s d\u2019un autre pays doit s\u2019impliquer\u00a0: \u00ab\u2009elle doit poursuivre l\u2019accompagnement bien apr\u00e8s l\u2019arriv\u00e9e des travailleurs, pour que l\u2019exp\u00e9rience soit empreinte de succ\u00e8s et de richesse de part et d\u2019autre. D\u2019ailleurs, cette volont\u00e9 d\u2019inclure les nouveaux arrivants dans l\u2019organisation doit \u00eatre port\u00e9e haut et fort par la direction et \u00eatre connue de chaque employ\u00e9, \u00e0 travers toute l\u2019\u00e9chelle hi\u00e9rarchique\u2009\u00bb.<\/p>\n<h2><strong>Les pr\u00e9jug\u00e9s, terreau de la discrimination<\/strong><\/h2>\n<p>Parmi les actions entreprises par les entreprises en mati\u00e8re de diversit\u00e9, 43\u00a0% offrent une formation sur la diversit\u00e9 \u00e0 leurs employ\u00e9s. Valoriser la diversit\u00e9 signifie en effet apprendre \u00e0 ses employ\u00e9s \u00e0 prendre conscience et d\u00e9passer leurs pr\u00e9jug\u00e9s et biais, qu\u2019ils soientconscients ou inconscients. Ces derniers peuvent mener \u00e0 l\u2019exclusion par un cumul de pratiques, qui aboutissent \u00e0 une mise \u00e0 l\u2019\u00e9cart, par les individus ou l\u2019employeur. Les biais inconscients qui peuvent mener \u00e0 la discrimination peuvent s\u2019insinuer partout, par exemple lors du recrutement dans des offres d\u2019emploi exigeant une exp\u00e9rience canadienne de plusieurs ann\u00e9es \u00e0 des postes qui ne le n\u00e9cessitent pas.<\/p>\n<h2><strong>La Gestion de la diversit\u00e9<\/strong><\/h2>\n<p>Au-del\u00e0 d\u2019\u00e9noncer les intentions de l\u2019entreprise en mati\u00e8re de gestion de la diversit\u00e9 et de l\u2019inclusion (GEDI) et de former les employ\u00e9s, les organisations au-devant du peloton mettent en place une multitude de mesures. Parmi celles-ci, la formation d\u2019un comit\u00e9 consultatif compos\u00e9 d\u2019employ\u00e9s issus de la diversit\u00e9 pour contribuer \u00e0 l\u2019am\u00e9lioration des processus assure une voix aux employ\u00e9s potentiellement d\u00e9favoris\u00e9s par les pratiques en place. \u00c9galement, des programmes de gestion de carri\u00e8re et de leadership afin de favoriser la diversit\u00e9 dans toutes les strates de l\u2019organisation peuvent \u00eatre mis en place, y compris les postes de direction et non seulement dans les postes d\u2019entr\u00e9e.<br \/>\nBref, le succ\u00e8s de l\u2019int\u00e9gration des employ\u00e9s issus de la diversit\u00e9 passe par une culture inclusive qui n\u00e9cessite attention, \u00e9nergie et savoir-faire.
